Our country has consistently demonstrated its ability to organise prestigious international events at the highest level and with utmost professionalism. Azerbaijan’s modern infrastructure and stable security environment are always positively recognized by the global community when hosting large-scale, highly significant events. A prime example of this is the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29), which is considered one of the most prestigious global events and will be held in our country this year. It can be confidently stated that the ADEX exhibition, now in its fifth edition, will once again be conducted to the highest standards, as in previous years. The defence industry holds substantial potential for reducing carbon emissions, and I believe that ADEX 2024, taking place ahead of COP29, offers an ideal platform for professional discussions on this topic.
ADEX plays a unique role in fostering business relationships between prominent military-industrial enterprises, as well as leading international companies from allied and friendly countries. This exhibition provides extensive opportunities to explore the latest advancements in modern defence technologies and military equipment available for export on the global arms market, and to establish new agreements in the realm of international military-technical cooperation. Hundreds of world-renowned companies showcase their products at this event. ADEX is a significant occasion for countries to strengthen their defence industries, enhance production capabilities, implement modern and innovative tools, and exchange valuable experiences.
I would like to specifically note that the state places special importance on strengthening Azerbaijan’s defence capabilities and ensuring national security, with further development in these areas being a top priority. In recent years, our country’s defence industry has experienced rapid growth. Alongside the improvement of existing production facilities to meet current standards, efforts to establish new production areas have been successfully implemented. As a result of well-executed reforms, the variety of defence products manufactured in our country has expanded, with over 1,000 military products now produced in Azerbaijan. The Armed Forces of Azerbaijan are equipped with state-of-the-art weaponry, and defence industry companies from around the world are showing strong interest in our products. New collaborations in the defence sector are being established with many friendly and allied countries, while existing relationships continue to thrive. Azerbaijan is enhancing its military and technical capabilities by achieving dynamic progress in the defence field.
The strength and capabilities of Azerbaijan’s military-industrial complex, which played a pivotal role in the liberation of our internationally recognized territories, as well as the modern weapons produced domestically, are also showcased at the ADEX exhibition. It is no coincidence that the combat experience of the Azerbaijani Armed Forces, whether from the 44-day Patriotic War or local anti-terrorist operations, is meticulously analyzed in military centres of developed countries today.
In conjunction with ADEX, the 14th Securex Caspian International Exhibition for Internal Security, Protection, and Rescue Equipment is also being held. This exhibition highlights innovative models of equipment, comprehensive protection systems, and weapons for law enforcement, border control, rescue, firefighting, and special services. I am confident that the products showcased at this exhibition will be well-received by participants.

Trends in the development of modern international and regional security processes differ in their characteristics and dynamics. These processes affect the national development, internal and external situation of our countries, as well as their state security. The changing international environment creates new dangers and threats. It is necessary to strengthen defence capabilities to provide timely and adequate responses to these security challenges and to increase resilience against them. In this context, issues such as military and military-technical cooperation, the development of modern technologies, and the means of security are becoming more relevant every day.
Heydar Aliyev, the national leader of the Azerbaijani people, an outstanding personality, and a great leader, created the principal foundations of the strategic statehood and governance policy of the Republic of Azerbaijan. The President of the Republic of Azerbaijan, Commander-in-Chief of the Armed Forces Mr. Ilham Aliyev has successfully continued the domestic and foreign policy based on a solid foundation, which allowed us to achieve great successes in political, military, economic, and other areas, ensured restoration of sovereignty and territorial integrity of Azerbaijan through the historic victory in the 44-day Patriotic War, and led to the recognition of Azerbaijan as a reliable friend and partner in the international arena.
The strategy of sustainable development in the service of national interests and social welfare has created a strong potential for ensuring our security. As a result of the purposeful state policy, the defence industrial complex of the Republic of Azerbaijan has passed through various stages of development and has become one of the priority and most important branches of our economy in terms of high technology development.
At present, the defence industrial complex makes a significant contribution to strengthening the material and technical base of our Armed Forces and the overall defence potential of our country. At present, as a result of reforms, the defence industry of the Republic of Azerbaijan is undergoing a period of modern development. Today, the samples of weapons and equipment presented by the Republic of Azerbaijan at the ADEX-2024 exhibition are an indicator of the level of development of the scientific, technical, and industrial potential of our state.
The presented weapons and equipment were also successfully tested during the 44-day Patriotic War. The ADEX exhibition is an ideal platform for large-scale demonstration of the latest achievements of the defence industrial complex of Azerbaijani and world companies, the exchange of experience between national and foreign specialists, and the creation of effective ties. I consider the holding of this exhibition as an important event for the defence industry sector of the economy.

The military exhibition” ADEX “and” Securex Caspian " as an important event in the field of defense and security attracts the attention of experts and stakeholders from different countries of the world. Today, there are all necessary conditions created here to get acquainted with the latest innovations in the field of weapons, means of security and military equipment. In the modern world, where information threats are increasingly becoming more and more sophisticated, each of us understands the importance of information security and special communications. For the reliable exchange of military information through communication systems, information security plays an important role.
The exhibition features advanced encryption technologies, cyber threats protection tools and monitoring systems that help governmental institutions and private companies to ensure a high level of protection of information resources. There is another important event that coincides with “ADEX” and “Securex Caspian” exhibition. For the first time in the region, the ”International Cyberdiplomatics conference", organized jointly by the State Service for Special Communication and Information Security and the National Research Institute on Informatics of the Republic of Romania takes place in parallel with the exhibition. It should be mentioned that the regional representation of the Conference, which is highly topical, belongs exclusively to our Service.
Cyberdiplomacy has already become an integral part of international relations. Here, countries put efforts to establish cooperation not only to protect their digital infrastructure, but also to prevent cyber-attacks. At the cyberdiplomacy conference, discussions and seminars on cybersecurity issues are organized, experts share their experience and discuss strategies to provide protection against cyber threats. These measures contribute to the establishment of dialogue between different countries and organizations, fostering the creation of international standards and agreements in the field of cybersecurity.
The relationship between the military sphere and cyberdiplomacy is especially evident in the context of global trends. Modern military conflicts are increasingly embracing cyberwar as an important component. Interaction at the level of cyberdiplomacy allows countries not only to prepare for possible cyberattacks, but also to form coalitions for collective defense. This includes the exchange of information about new threats, joint exercises and the development of common response protocols.
I should note that it is gratifying that the “Cyber Polygon” project, jointly developed by the State Service for Special Communication and Information Security and the National Research and Development Institute for Informatics of Romania to improve information security in critical energy infrastructures, has been approved by the NATO Science for Peace program and has been operational since May 2024 for a 2-year period.
The "Cyber Polygon" project will help strengthen cyberdiplomacy by providing a platform for dialogue between the public and private sectors. This cooperation not only allows the development of international standards and best practices, but also increases the possibilities of joint cooperation to combat cyber threats. In the context of globalization and interconnected digital infrastructures, such efforts are of paramount importance in ensuring stability and security in cyberspace. In the future, the “Cyber Polygon” Project has every opportunity to become a key element of the global cybersecurity strategy. With its integrated approach, including training, testing, innovation and international cooperation, the Project has the potential to significantly improve the security of digital systems and build trust in cybersecurity issues among the international community.

For the first time in the region, the ”International Cyberdiplomatics conference", organized jointly by the State Service for Special Communication and Information Security and the National Research Institute on Informatics of the Republic of Romania takes place in parallel with the exhibition. It should be mentioned that the regional representation of the Conference, which is highly topical, belongs exclusively to our Service.
